Ukraine Establishes the Office of the Military Ombudsman

25.09.2025

The Verkhovna Rada has adopted Draft Law No. 13266, which introduces the position of Military Ombudsman — Commissioner for the Protection of the Rights of Servicemen and Their Families. The law was passed at second reading and in full with the support of 283 members of parliament.

The designated candidate for this position is Olha Reshetylova, currently serving as the President’s Commissioner for the Protection of the Rights of Servicemen.

Speaking on Radio Kultura, Reshetylova emphasized that the new office will include a dedicated unit on gender equality and anti-discrimination, with particular attention to the protection of LGBTQ service members.

“We must welcome all categories of citizens into the Armed Forces. LGBTQ service members defend our country no less than anyone else, yet they are often subjected to stereotypes and harassment. Our task is to provide concrete protection mechanisms while also fostering a culture of inclusivity and overcoming outdated prejudices,” she noted.

According to Reshetylova, the Ombudsman’s role will not be limited to responding to conflicts, but will also focus on building a system to prevent discrimination and violence, as well as creating a more inclusive environment within the Defense Forces.
