Analytical Report: Human Rights Violations Affecting Key Populations in 2025
The Paralegal Hub of PO “ALLIANCE.GLOBAL” presents the results of an analysis of complaints regarding human rights violations affecting key populations, documented by paralegal networks in the DATACHECK system throughout 2025.
The analysis shows that the largest share of violations occurred in the healthcare sector, accounting for 43% of all recorded cases. High rates in this area are observed across most communities, confirming the systemic nature of barriers in access to medical services.
The second largest category of complaints relates to the community sphere, comprising 25% of all cases. Violations in this area are persistent and recorded among nearly all key populations, indicating ongoing social tension and a low level of acceptance of vulnerable groups within local communities.
Twenty percent of cases concern the justice system. A high concentration of complaints is observed among certain communities, particularly formerly incarcerated persons and people who inject drugs (PWID), highlighting the unequal distribution of risks depending on a person’s status within the legal system.
Violations in the field of employment account for 6%, emergency-related issues for 5%, and education for 1% of all recorded cases.
The largest proportion of complaints was submitted by representatives of the following communities:
- People Who Inject Drugs (PWID) – 29%
- Sex workers – 28%
- Women Living with HIV (WLHIV) – 15%
- People Living with HIV (PLHIV) – 12%
Complaints were also recorded from formerly incarcerated persons (7%), men who have sex with men (MSM) (4%), people with tuberculosis (3%), and adolescents living with HIV (2%). Community affiliation was based on applicants’ self-identification at the time of case registration in the system.
The highest number of complaints came from individuals aged 25–40, followed by those aged 41–50. This distribution reflects the specific characteristics of the communities and the nature of their needs.
The regional distribution of complaints remains uneven. The highest number of cases was recorded in Dnipropetrovsk region (957). High figures were also observed in Poltava, Rivne, Zhytomyr, Volyn, and Kirovohrad regions.
The city of Kyiv (239 complaints) demonstrates figures comparable to the regional average. The lowest numbers were recorded in Zakarpattia, Cherkasy, Ternopil, and Luhansk regions.
The report confirms that healthcare, community relations, and the justice system remain the primary areas where key populations face rights violations. The data demonstrate a clear correlation between the type of community and the nature of violations, underscoring the need for targeted — rather than universal — response mechanisms.
The findings also reaffirm the crucial role of the paralegal network as the first line in documenting violations, supporting affected individuals, and strengthening access to justice.
