Hate Speech Against LGBTIQ+ in Ukrainian Media: Monitoring Results for Q1 2025

The Paralegal Hub of the PO “ALLIANCE.GLOBAL” has released the results of its monitoring of hate speech against LGBTIQ+ communities in Ukrainian media for January–March 2025.

Hate speech remains a significant threat to the safety and dignity of vulnerable groups. Although the Ukrainian Media Law is in force, the lack of a legal definition of hate speech complicates efforts to counter discrimination. The monitoring, conducted using MediaMonitoringBot, reviewed 1,860 media pieces, identifying 11 cases (0.59%) containing hate speech targeting LGBTIQ+.

Key findings include:

  • public insults by politicians and religious figures;
  • stigmatizing language in media headlines;
  • mocking or derogatory jokes about homosexuality;
  • outdated and offensive terminology;
  • open calls for violence during public events.

What makes this particularly alarming is that many of these statements come from influential individuals or media platforms and are published without editorial disclaimers, reinforcing public tolerance for hate speech.

Hate speech in any form is not free expression — it is a tool of exclusion and violence.
