We inform that the 08-09 in June 2015 was held an expert visit of advocacy specialist NGO “Gay-alliance” to the Vinnitsa City.
Among other expert assistance was provided for regional coordinator “Gay-alliance” in Vinnitsa region Tatiana Nikelsen for:
1). Discussions issues that relating to financial substantiation of suggestions from leaders of vulnerable communities submitted by the program to HIV/AIDS, including harm reduction programs (including the Calculating the number of syringes to IDUs for a substantiation of calculations in a regional program). It was decided to make question the approval draft of the regional program to fight for HIV/AIDS (which is presently being at the stage of public discussion) at a regular meeting of the Regional Coordination Council for HIV/AIDS as well as advocate the approval of draft program fully at meetings of specialized committees of the regional council.
2) Planning of activities with civil society representatives and and local authorities. In July 2015 was scheduled to conduct a roundtable to Day against drug abuse. Previously will be made public monitoring the implementation of the program in terms of implementation of measures and volumes of funding for the program as well as analyzed the program effectiveness – the ratio between the index of cost and index of measures the results. Results will be presented at the roundtable.
3). Analysis of the situation with a mobilization level of IDU/OST, MSM, sex workers, former prisoners and in their coverage of HIV prevention programs. Determined that the level of mobilization the representatives of communities is insufficient. The reason for this is the low level of motivation and knowledge representatives of vulnerable groups. On the other side we can note optimum the level of coverage programs, at the region is running a large number of NGOs that provide services, also approved the program of counteraction to drugs, implemented the compounding issuance of OST, creates a mechanism for decentralization of OST.
4). Ensuring the sustainability of programs for vulnerable groups through the implementation of social order in a region will not be the best option for Vinnytsia region, therefore, the vision of Tatiana Nikelsen, programs should be introduced at the public health services, which are gradually happening by including in state medical institutions bets of social worker.
